The Journey of the Foundation
The Tumusiime-Mutebile Foundation (TMF) was established in 2016 to honor the legacy of Professor Emmanuel Tumusiime-Mutebile one of Uganda’s most respected economists and leaders. The foundation was inspired by a 2015 tribute from Makerere University, which established a Centre of Excellence and Chair in his name.
TMF continues his vision through different initiatives by making youth and students “work-ready,” increasing their choices and opportunities for employment, income, and wealth creation. Our core strategies include the Emmanuel Tumusiime Mutebile Scholarships, the Youth Innovation and Youth-in-Agriculture programs, and the Annual Youth Forums.
The Vision of TMF is “A Better World for Everyone.”
Emmanuel envisioned a world where one's capabilities touched people's lives. “If we all live up to this mantra, we will indeed be ‘Gifts to the World.’” January 1st 1983.

Emmanuel Tumusiime-Mutebile Scholarship Fund
The ETM Scholarship program is dedicated to helping talented young individuals in Uganda pursue careers in industry, agriculture, engineering, construction, oil and gas, sciences, performing arts, tourism, architecture, information technology, rural innovation and development, developmental economics, banking, and developmental finance. This program offers financial support to those who face financial challenges, while also providing practical skills and professional exposure through internships and mentorship programs with key partners. <br/><br/> With an annual gift/donation of $1000 for non-STEM students and $2000 for STEM students you can ignite potential in the life of a youth and in return support the socio-economic growth of Uganda’s public and private sector. “The Tumusiime Mutebile Scholarship is more than just aid, it is a catalyst for academic excellence. (Anxious Akamusiima - Emmanuel Tumusiime-Mutebile Scholarship Graduate class of 2025)”.
Annual Youth Forum
Professor Emmanuel Tumusiime Mutebile recognized the salient role of research, information and knowledge management in socio-economic transformation. As highlighted by Abebe Aemro Selassie, Director, IMF African Department during his memorial lecture speech on January 27th 2023. Professor Emmanuel Tumusiime Mutebile prioritized human capital investment. Makerere University continuing his legacy established the Professor Emmanuel Tumusiime-Mutebile Annual Memorial Lecture based on academic research and expertise. For example the 2025 annual lecture, insights were gleaned from; Shaping Africa’s future: Intergenerational Leadership, Economic Resilience and the Power of Innovation. <br/><br/><br/> Using this as a benchmark, the Tumusiime Mutebile Foundation is expanding its Information and Knowledge Management series into the Emmanuel Tumusiime-Mutebile Annual Youth Forum. The Forum aims to provide a platform for policymakers to gain meaningful feedback that influences decision-making at national, regional, and international levels
Youth in Agriculture
Agriculture remains the backbone of Uganda’s economy, with approximately seven million households (80% nationwide) depending on it for their livelihoods. While youth involvement in agriculture is estimated at 73%, a staggering 80% of these young people operate as unpaid family workers or casual labourers. <br/><br/> The Tumusiime-Mutebile Foundation believes that changing the obscured, negative view of agriculture among the youth is the key to transitioning them into a productive income economy. By providing targeted agricultural skilling programs for unschooled and out-of-school youths, we can transform agriculture from a survival activity into a lucrative enterprise, thereby increasing employability, income generation, and wealth creation.
Youth Innovation
Young Ugandans are bursting with potential. Our Youth Innovation Programs seek to support creative minds across the country to turn new ideas into practical realities that create real value—solving pressing problems and enhancing existing offerings in their communities. But to build the future, we first have to address the harsh realities of the present.
