The Journey of the Foundation
The Tumusiime-Mutebile Foundation (TMF) was established in 2016 to honor the legacy of Professor Emmanuel Tumusiime-Mutebile one of Uganda’s most respected economists and leaders. The foundation was inspired by a 2015 tribute from Makerere University, which established a Centre of Excellence and Chair in his name. TMF continues his vision through different initiatives in youth skilling, education, healthcare and private sector development. Our approach is rooted in excellence, accountability, and a deep commitment to national progress.
The Vision of TMF is “A Better World for Everyone.”
Emmanuel envisioned a world where one's capabilities touched people's lives. “If we all live up to this mantra, we will indeed be ‘Gifts to the World.’” January 1st 1983.

Emmanuel Tumusiime-Mutebile Scholarship Fund
Our Program has a regional coverage, operating in 5 regions in Uganda. Our program supports undergraduate students whose programs of interest are in industry, agriculture, engineering, construction, oil and gas, sciences, performing arts, tourism, architecture, information technology, rural innovation and development, developmental economics, banking and developmental finance. The table below highlights the fields of specialization per area of study. We work with universities and institutions accredited by the National Council for Higher Education. With an annual gift/donation of 3,600,000 million Uganda Shillings ($1000) per annum or 300,000 Uganda Shillings ($84) per month you can ignite potential in the life of a youth and in return support the socio-economic growth of Uganda’s public and private sector. “The Tumusiime Mutebile Scholarship is more than just aid, it is a catalyst for academic excellence. (Anxious Akamusiima)”.
Annual Youth Forum
Professor Emmanuel Tumusiime Mutebile recognized the salient role of research, information and knowledge management in socio-economic development. As highlighted by Abebe Aemro Selassie, Director, IMF African Department during his memorial lecture speech on January 27th 2023. Professor Emmanuel Tumusiime Mutebile prioritized human capital investment. Makerere University continuing his legacy established the Professor Emmanuel Tumusiime-Mutebile Annual Memorial Lecture based on academic research and expertise. For example the 2025 annual lecture, insights were gleaned from; Shaping Africa’s future: Intergenerational Leadership, Economic Resilience and the Power of Innovation. The Emmanuel Tumusiime-Mutebile Foundation is extending these annual lecture series to all regions in Uganda. Working with institutions of higher learning in Northern, Western, West-Nile and Eastern Uganda.
Youth in Agriculture
The Tumusiime-Mutebile Foundation through its “Youth in Agriculture” program is empowering young Ugandans to train and invest in agriculture. Our program activities include; Apprenticeships in crop and animal husbandry, agribusiness/value addition and agricultural mechanization. The foundation also offers grants and loans to support agricultural initiatives.
Youth Innovation
Young Ugandans register very positive attitudes to entrepreneurship, with almost eight out of ten seeing good opportunities starting a business within the next six months. About three-quarters of young people who were not already operating a business said that they intended to start one in the near future. As young people see opportunity, TMF supports their dreams and ambitions through our: Research and Business grant opportunities and our Business Loans and Apprenticeship program activities. The foundation offers thirty apprenticeship programs to support youth innovation in partnership with other likeminded entities
