Dr. Ruhakana Rugunda is a respected statesman, physician, and founding member of the Tumusiime Mutebile Foundation. He was instrumental in transforming the vision of honoring Prof. Emmanuel Tumusiime-Mutebile into a leading platform for economic thought and policy innovation in Africa. With a public service career spanning five decades, Dr. Rugunda served as Uganda’s Prime Minister (2014–2021), held ministerial roles in Foreign Affairs, Health, and ICT, and was Uganda’s UN Ambassador. He also chaired the Bank of Uganda Board, working closely with Prof. Mutebile. Educated at Makerere, UC Berkeley, and Harvard, he bridges health and economic policy with a holistic development approach.
